Board Brief for January 20, 2011

Call to Order: The Board of Education meeting was called to order at 7 p.m.

Recognition:

Ambassador for Excellence

  • Nicholas Amato (Nerge) won the role as Tiny Tim in Drury Lane Oak Brook’s “A Christmas Carol.”
  • The following students earned gold medals at the Sonata-Sonatina Festival held Nov. 21, 2010 at Harper College:  Caleb Kim (Hoover), Jin Lee (Dirksen), Christopher Yang (Dirksen) and Joylyn Yang (Frost)
  • Estella Herrera, a dual language kindergarten teacher at MacArthur School, received classroom supplies and resources in the OfficeMax “A Day Made Better” contest.
  • Judy Hays, a music teacher at Armstrong School, and Amy Penna, a first-grade teacher at Hoover School, achieved certification in 2010 by the National Board for Professional Teaching Standards.

Above And Beyond

  • Stella Oviguian, the mother of an Armstrong staff member, was recognized for preparing two full meals for two lucky Armstrong families for the past three Thanksgivings.

Public Comment: Members of the Illinois Association of School Business Officials (IASBO) presented a check for $2,500 to the Schaumburg Township Elementary School Foundation in recognition of the work of Mohsin Dada, District 54’s assistant superintendent of business services who will retire in June.

Freedom of Information Act Requests: There were two requests since the last meeting regarding various bids in District 54.

Consent Agenda:

  • Minutes of the regular meeting on Jan. 6, 2011
  • Checks dated Dec. 31, 2010 and Jan. 14, 2011
  • Resignations, leaves, employment and salary adjustments of personnel
  • Re-employment of one employee who received a dismissal notice
  • Monthly update of revenues and expenditures for December 2010
  • Treasurer’s report on cash and investments for October and November 2010
  • The Audit/CAFR (Comprehensive Annual Financial Report) for the 2010 fiscal year
  • A revision to the HIPAA exemption election for 2011 for covered children
  • Resolutions authorizing attorneys Franczek Radelet and attorneys Hodges, Loizzi, et al., to intervene in appeals proceedings before the Illinois Property Tax Appeals Board (PTAB) for assessment years 2010 and 2011
  • The destruction of the verbatim records of the closed session school board meetings held on June 11 and 18, and July 9, 2009

Reports:

  • Superintendent’s Report: Superintendent Ed Rafferty announced that the Illinois PBIS Network recognized 10 District 54 schools this year for their success in implementing Positive Behavioral Interventions & Supports, a proactive, schoolwide system that teaches students appropriate behavior:  Frost, Hanover Highlands, Blackwell, Dirksen, Eisenhower, Keller, Mead, MacArthur, Hoover and Link.   • Report of the President of the Board of Education: President Karen Strykowski praised the work of the Fox students on display.
  • District Citizens’ Advisory Committee Report: Board Member Barbara Hengels reported DCAC heard a report about the 2011 boundary changes.
  • Foundation Report: Board Member Bill Harper invited everyone to Mardi Gras on Feb. 18 at Stonegate.
  • PTA Report: President Kathy Pritscher invited everyone to the PTA Auction on March 4 at Chandlers.

New Business:

  • The Board approved the consumable materials, milk, parent-paid student transportation, school of choice transportation and facility usage fees for 2011-12.
  • The Board approved the before- and after-school child care facilities’ fee rates for 2011-12.
  • The Board appointed Yvette Davidson as principal of Frost Junior High School for the 2011-12 school year.
  • The Board appointed Kara Prusko as principal of Eisenhower Junior High School for the 2011-12 school year.

Adjournment: The Board adjourned at 8 p.m. to closed session to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body.

Board Brief for January 6, 2011

Call to Order:  The Board of Education meeting was called to order at 7 p.m.

Recognition - Schaumburg Township Elementary School Foundation: 

The Board recognized trustees of the Schaumburg Township Elementary School Foundation for their contributions to District 54. The Foundation also presented a $5,000 super grant, three project grants and 22 minigrants to District 54 staff members, for a total of $22,075.47. Discussion – Review of Fee Rates:

The Student Fee Committee met in the summer of 2010 to review the fees collected by District 54 and make recommendations to the School Board regarding such fees. Those recommendations include

  • No increase to the consumable materials fee ($50 per student);
  • An increase of 10 cents for a carton of milk (the new rate would be 20 cents per carton for students and 25 cents for adults);
  • No increase to the parent-paid transportation fee (the rates would remain at $475 for one child, $600 for two children and $700 for three or more children);
  • An increase to the School of Choice Transportation Fee (families would pay $150 for one child, $200 for two children and $250 for three or more children); and
  • An increase in the fees for the before- and after-school program facility usage as well as the facility use fee for other organizations.

The recommendations from the Student Fee Committee must be approved by the School Board. If approved, they would not take effect until July 1, 2011.

Freedom of Information Act Requests: District 54 received eight requests since the last board meeting related to bid openings, a traffic agreement with the Village of Schaumburg, facilities use, distribution of literature and the Response to Intervention (RtI) plan.

Consent Agenda: The School Board approved the following items on the Consent Agenda:

  • Minutes of the Regular Board Meeting on Dec. 2, 2010 
  • Minutes of the Closed-session Board Meeting on Dec. 2, 2010
  • Checks dated Dec. 3 and 17, 2010
  • Resignations, leaves, employment and salary adjustments of personnel
  • An intergovernmental agreement with the Village of Hoffman Estates regarding the school resource officer at Eisenhower Junior High School

New Business:

  • The Board canceled the April 21 board meeting and rescheduled it for Thursday, April 28, 2011, at 7 p.m.
  • The Board approved revisions to board policies JECB – Non-Resident Students and JHCA – Student Medical Records and Immunization Records.
  • The Board appointed Ric King as assistant superintendent of business services for the 2011-12 school year.
  • The Board approved the Illinois State Board of Education’s School Energy Efficiency Project Grant application for replacement of mechanical equipment at Hale, Hanover Highlands, Hoover and Lakeview elementary schools.

Adjournment: The Board adjourned at 8:05 p.m.
